Assistant Technical Advisor

Located high above the Arctic Circle in Cambridge Bay, Nunavut, the NIRB maintains a complement of approximately 15 staff members that assist the Board with meeting its mandate to protect and promote the existing and future well-being of the Environment and Nunavummiut through the impact assessment process.

Reporting to the Director of Technical Services, the Assistant Technical Advisor aids in the environmental impact assessments of proposed projects throughout the Nunavut Settlement Area and the monitoring programs established as a result of a NIRB Project Certificates and Screening Decision Reports.

III. Essential Duties and Responsibilities
1. Conducts Screening of project proposals and develops terms and conditions for Screening Decisions.
2. Supports Environmental Administrators in the coordination of incoming/outgoing correspondence and maintenance of the public registry.
3. Supports Technical Advisors in the environmental assessment of major projects, including Review and Monitoring activities.
4. Monitors compliance with terms and conditions established by NIRB Screening Decisions
5. Liaises and communicates with affected communities and interested parties on projects under review by NIRB or approved by the Board.
6. Assists with the review of applications, supporting documents, technical reports and monitoring results.
7. Reviews comments and expertise received from agencies, DIOs, community organizations and other stakeholders.
8. Coordinates with federal, territorial and local governments, Inuit organizations and Nunavummiut.
9. Maintains professional and technical knowledge by attending educational workshops, conferences, reviewing professional publications, establishing personal networks, and participating in professional societies.

IV. Other Duties and Responsibilities
1. Provides technical advice to the Board.
2. Solicits and utilizes Inuit Qaujimajatuqangit in environmental assessment.
3. Provides assistance to NIRB Panels conducting environmental impact reviews.
4. Monitors tracking systems to evaluate status/compliance with regulatory instruments.
5. Assists in facilitating community meetings, technical workshops and formal hearings.
6. Reviews technical materials and prepare presentations.
7. Any other duties as required.

Knowledge & Skills:
- Knowledge of environmental assessment procedures and processes, as well as matters related to environmental legislation and regulations
- Specialized knowledge of typical environmental impacts (including socio-economic impacts) and mitigating techniques for a variety of developments including mineral exploration & mining, transportation and research
- Knowledge of research, consultation and project management techniques for coordinating and carrying out environmental screenings of project proposals
- Knowledge of computer software including word processing, database, environmental analysis programs, and electronic mail and communications programs

Ability:
- A high level of oral communication skills to present and exchange information with a variety of professional, technical and public audiences
- A high level of written communication skills to write environmental analysis summaries, and draft recommendations and decisions
- Fluency in Inuktitut and/or Inuinnaqtun would be considered a strong asset

Education:
- Undergraduate Degree or equivalent in Environmental Management or a related discipline, supplemented with relevant work experience
- Graduates of the Nunavut Arctic College Environmental Technology Program are strongly encouraged to apply

Experience:
- Familiarity with the NLCA with specific reference to those sections related to Environmental Assessment
- Understands the roles, mandates and authorities of Institutes of Public Government, government agencies, regulatory authorities and Designated Inuit Organizations within the natural resources, lands and environmental management regime within the Nunavut Settlement Area
