| Data Administrator/Project Manager The Association is a not-for-profit organization, whose members include all Canadian Workers’ Compensation Boards and Commissions. It manages, inter alia, the National Work Injury Statistics Program (NWISP), on behalf of those Boards and Commissions. The purpose of the National Work Injuries and Statistics Program (NWISP) is to collect work injury and disease statistics from Boards and Commissions in a consistent and comparable format, maintain a national database and produce reliable statistical publications and reports. The database contains approximately 8 million records and 24 data years. Statistical summaries are made available to external clients as well as Boards and Commissions, on request for prevention research purposes. Each Member Board and Commission has one or more representatives who are members of a National Planning Committee and/or special sub-committees. The NWISP provides support and tools to help ensure consistent quality coding to ensure reliable injury data at both local Board levels and at the National level. The AWCBC is embarking on a project to make several improvements to the technology and communication strategy surrounding its National Work Injury Statistics Program (NWISP), and is in search of a Database Administrator that will be responsible for the administration and project management of the current and new program, managing the transition and serving as a liaison between the AWCBC and its outsourced software development team and boards and commissions. The successful candidate will be responsible for managing the project from the AWCBC’s perspective, including request for proposal process, preparation and monitoring of a project charter, coordination of AWCBC and interjurisdictional efforts towards obtaining information and feedback as required by the software development team, functional and user testing necessary to progress in the development and implementation process of the system and the management of the National Work Injuries Program during transition. Once the project is complete, the Coordinator shall be responsible for the ongoing administration and maintenance of the system. As such, the following set of skills is required by the successful candidate: ▪ Data administration experience ▪ Project Management experience on IT-related projects ▪ An understanding of web-based development methodologies ▪ An understanding and appreciation for the SDLC (Systems Development Life Cycle) ▪ A top level understanding of RDBMS (Relational Database Management Systems) ▪ Experience with user and business requirements definition ▪ Experience in the translation of business requirements to a technical solution ▪ Knowledge of major tasks, deliverables, formal methodologies and disciplines for delivering new or enhanced applications (Application Delivery Process) ▪ Knowledge of approaches, tools, techniques and roles and responsibilities in providing technical or business guidance to clients. ▪ Knowledge of statistical coding and reporting ▪ High degree of familiarity with Microsoft Excel and Access ▪ Knowledge of approaches, tools and techniques for working with individuals and groups in a constructive and collaborative manner. ▪ Ability to produce a variety of business documents that demonstrate command of language, clarity of thought and orderliness of presentation. ▪ Ability to express oneself and communicate with others verbally; recognizing that verbal communication is more than just language - it includes tone, style and structure. ▪ Excellent organizational skills ▪ Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems. ▪ Ability to manage multiple concurrent objectives, projects, groups or activities. Effective judgment in prioritizing and time allocation. ▪ Information Management--Knowledge of organization’s existing and planned information. Outcomes ▪ Management and maintenance of AWCBC database, data program and related software currently utilized ▪ Implementation of new technology and communication strategy ▪ Achievement of goals and objectives within budget ▪ Management of data and program protocols, documentation, tools and reference materials ▪ Development and maintenance of all documentation including but not restricted to policies, position papers, minutes, coding issues and code changes. ▪ Effective communication with Boards and Commissions for ongoing program issues, support and services as required. Responsibilities ▪ Management and administration of all aspects of the current database and related program tools and services ▪ Project Management of all aspects of the new technology initiative from start, through transition and to completion including preparation and monitoring of a project charter. ▪ Serve as a liaison between the AWCBC, member jurisdictions and its outsourced software development team. ▪ Lead and/or perform testing, reporting, capacity planning, performance tuning, back-up and restores. ▪ Preparation of workplans, status reports, reference materials, tools and program documentation, briefing notes, issue summaries, presentations, budget etc ▪ Provide leadership and technical expertise to on-going problem identification / resolution and root cause analysis process for database environment. ▪ Communication with Boards for ongoing program issues, support and services with respect to data collection and verification, coding and statistical quality control. ▪ Respond to data queries, researching, preparing statistical summary requests from AWCBC, the general public and Boards and Commissions ▪ Support the National Work Injuries Statistics Program Committee and provide services and support to Boards and Commissions. ▪ Attend meetings as requested ▪ Respond to general enquiries | |
