| Planner (MY CJ) Purpose: To provide leadership and management of project estimating services to ensure project people, systems, and other resources are positioned to effectively support Sustaining Projects. To improve effectiveness and efficiency of the project estimating resources and capabilities within the “one integrated team” strategy to deliver value improvement. To ensure that the people in and part of the joint relationships are treated fairly and equitably with a view of a long lasting relationship in which, all parties can be measured as successful under this new arrangement. Included: • Overall estimate quality. • Effective project estimating processes, standards, systems and resources management to enable successful project and portfolio management. • Estimate benchmarking. • Maintain Cost of Work adjustments to account for regional & geographic specific factors. • Management of internal and external relationships to deliver estimating services. • Estimating services support for existing customers where these skills should not be reproduced in the organization. • Strategic management of estimating tools, programs, software, databases, and knowledge. • Estimate alignment with Sustaining project Work Breakdown Structure. • Support fort development of the WBS • Recruitment and performance management of workforce. Role accountabilities are to: 1. To provide safety leadership including safety in design, EHS standards implementation in order support the ongoing Journey to Zero principles. 2. Provide Functional expertise in Estimating, estimate benchmarking, estimating risk analysis, physical site verification, and other estimating tools and standards in order to ensure overall project estimate quality. 3. To develop and implement effective estimating systems and processes across all Sustaining Projects and to ensure that these processes meet Suncor policies and guidelines. 4. To input into the decisions required to select and schedule projects within the planning horizon including management of the one integrated team estimating workforce and other resources, including on-boarding, training, and assurance that qualified personnel are assigned into project teams. 5. To develop, implement and continuously improve an estimating organization and resources to deliver required project deliverables to Sustaining Projects 6. Provide estimating services to support the considerations required to evaluate scope and to contribute towards determining the most cost effective approach to each project. 7. To provide estimating input into Project Change Management process. 8. To manage and allocate estimating services resources within Sustaining Projects. 9. Review, establish, improve and maintain systems and processes within estimating services mandate on behalf of Sustaining Projects. To submit these improvements to Project Systems and Process for alignment and implementation. 10. Measure improvement in estimating effectiveness and accuracy. 11. To develop Estimating Operating Budget and manage within granted budget authority. Including the implementation of direct and indirect estimating resources 12. To ensure estimating documentation is prepared, reviewed, approved, recorded, stored, and audit ready in accordance with standards and guidelines. 13. To provide a control estimate to support workface planning, AFE validation and control budget. 14. Recommend and implement agreed to reviews to optimize estimating value. | |
